केंद्रीय बजट 2015-16 के अपने बजट भाषण में वित्त मंत्री ने ठेके से संबंधित विवादों के समाधान के लिए संस्थागत व्यवस्था को कारगर बनाने की आवश्यकता पर बल दिया और लोक संविदा लागू करने के लिए विधेयक (विवादों के समाधान) का प्रस्ताव रखा। वित्त मंत्री के बजट भाषण का प्रासंगिक अंश इस प्रकार हैः

1. “सार्वजनिक ठेके में उत्पन्न होने वाले विवादों को हल करने की प्रक्रिया में काफी समय लगता है तथा यह प्रक्रिया महंगी भी है। मेरी सरकार इस तरह के विवादों के समाधान तथा संस्थागत व्यवस्था को कारगर बनाने के लिए, लोक संविदा (विवादों के समाधान) बिल पेश करने का प्रस्ताव रखती है”।

2. तदनुसार, लोक ठेके का प्रारंभिक मसौदा (विवादों के समाधान) विधेयक, 2015 तैयार किया गया है। प्रस्तावित कानून पीपीपी परियोजनाओं सहित परियोजनाओं के निर्माण और बुनियादी परियोजनाओं के लिए लोक प्राधिकरण द्वारा किए गए अनुबंध के साथ सौदा करने के लिए परिकल्पना की गई है।

3. विधेयक के मसौदे पर हितधारकों की टिप्पणी/विचार प्राप्त करने के लिए संलग्न किया गया है। विचारों को साझा करने के लिए अंतिम तिथि/समय 30 जून 2015, शाम 5:00 बजे तक है।

Firstly, we have to make something strong to remove the middle men job. The govt gives the contract to a company but the actual ground work is done by another company. Secondly, the contracts are given to relatives in the govt, its not open. third, if the project is not done in stipulated time and quality then the govt should not give them any further contracts and penalise them. Fourth, ask universities, students to come up with innovative ideas and had over the project execution to colleg

So how can this be done?Set up a government owned but professionally managed welfare fund in which the government will transfer all its shareholding in Public Sector undertaking.The fund create value in P.s.u.'s by enforcing better standards of governance. This fund will be listed on the stock exchanges of Newyork and London to raise an investment of 1 trillion Us Dollars in a mix of debt and equity over the next 6-8 years.The government will have percent 51 percent ownership in this fund .

In a country with close to 300 public sector undertakings only 2 feature among India's top 10 companies by their market capitalisation.Nearly 30 percent of all Central Public Service Enterprises are sick or non functional. Many times the disinvestment programs of governments are not successful.With the government' resistance to give up its hold on P.S.U s a middle path is suggested.The idea is to create a trillion dollar wealth fund out of the government share holding of public sector companies

Sir, First of We are requesting you to pass directions to the police department of Delhi to make them answerable towards the complaint of general citizen. Police do jot listen the grievances and each time we need to aporoach court & higher authorities. Is any guidelines pass by central govt. To not to lodge FIR? Because it increase the crime graphs. You are requested to pass such directions so that police would follow the complaints instead of harrassing general public.
