Central Board of Excise and Customs (CBEC) is a part of the Department of Revenue under the Ministry of Finance, Government of India. It deals with the tasks of formulation of policy concerning levy and collection of Customs & Central Excise duties and Service Tax, prevention of smuggling and administration of matters relating to Customs, Central Excise, Service Tax and Narcotics to the extent under CBEC's purview.

The current Customs Business Services are being catered through a set of independent applications;CBEC now envisages an integrated platform for providing services through a single application. The new application is envisioned to be built as a high-end futuristic platform which is robust and scalable.

CBEC invites suggestions to improve upon the Customs Business Services namely Cargo Clearance, Courier clearance, Postal clearance, SEZ – Customs clearance, Passenger clearance and Baggage clearance.

We request you to provide your valuable suggestions for improvement in the following:

- Cargo Clearance
- Courier
- Postal
- SEZ- Customs Clearance
- Baggage Clearance
- Passenger Clearance

Note:

-The last date for submitting suggestions is 15th September 2016
-Please restrict your comments to 1000 characters. In case your comments exceed 1000 characters, please upload your suggestions as a pdf document.
-The nature of suggestions should be in form of improvements in the current Business Processes
-The suggestions submitted will be reviewed by competent authorities before considering incorporating the same into the new integrated platform scope if found required.

If the suggestions is being asked for baggage brought from foreign by the travelers: There should be enhancement of methods in checking the baggage. Using hyper-advanced X-ray machines and sophisticated computer software which automatically alert the user about any weaponry profile. Such software come with pre-installed database containing weapon shape and size along with their individual constituents which detect weapon parts even if it is not assembled i.e. parts are carried separately.

The entire system requires a mechanism change to prevent corruption and flowing of goods in market without proper check. Recently father of a friend bought a house worth 1crore. And he is a customs inspector. To avoid this, sudden and unscheduled checks by seniors are required in field were the actual work takes place on all levels.

I have a suggestion with regard to depreciation norms and duty on deprwciated value for capital goods imported by EOU`s.In case of duty is chargeable on certain goods at specific rate instead of ad valorem , the advantage of depreciation is not passed on This is case of carpets import.A note is attached for your information.Please take necessary action , if you feel it is valid.

India connects to many parts of the world through its major international airports. Passengers flow in from all parts of the world. Hence, to prevent the import of illicit drugs and substances, strict laws and tighter security at airports, sea ports and land border gates is necessary. All major airports around the world have full body scanners and canine (dog) squad to track down illicit substances. This even extends to the inport of seeds, plants, vegies, meat, etc.

Dear Sir, It's also noted that there's very different systems of operation at each customs locations (I mean Each Custom location there's diff. system / procedure to be followed). Recently, noted that there's no system of weighing Cargo @ arrival of Airport by customs hence when later Airline Weight the cargo and Weight may differ then there's no system to do amendment in Shipping Bill hence AWB / S/B gross weight differ. These is a chance for officer to take advantage of the situation.

Dear Sir, We observed that as Duty Drawback is offered to Exporter by Customs, same can be done for MEIS. When S/B is filled, HS CODE + Value + Destination Country + MEIS Rate & Reward Scheme YES is filled then to reduce COST to Exporter & Hassle free Incentive with least documents, It can be granted directly to Exporter's A/C as same as DBK. Only change required is to Integrate eBRC to Customs S/B Wise to System of ICEGATE. This really helps Exporter.

under our honourable pm guidance the scheme skill India is run to provide employment to people with low education but in city patna where I belong to skill India programme is not working properly .All the government ITI s have filled up the forms but there's no work after this .They are saying they have no place vacant. plzz look into this matter
