This task requires you to do an analysis of the global best practices to empower citizens with digital access.

India leapfrogged in providing telecommunication access to all of its citizens through the mobile revolution. India must leapfrog in providing governance to all citizens by empowering them with digital access and services. This task will help you learn from across the globe and will challenge you to think about what is best suited for India.

Building a single website with all the information needed to do anything legal. I want to buy a land, house, shop or I want a driving license, I want to register a company or a new factory anything legal should have a single website where I can choose the city and all the documents required should become available and make the payment online as well. This will remove bribes corruption and improve transparency

It would be ideal to have all the police records across India online, where you can search if a particular person has any police record. These could include robbery, rape accusation, murder accusation, cheating/fraud any kind of FIR. This is the first step towards right to information (RTI), which police station the records are in, from which district and the photo. One transparent India to help the police

Digital Empowerment of Citizens: 1. E-Learning 2. E-Banking (Includes Plastic Money) 3. E-Applications (Specially in Govt. Departments and Manufacturing Sector) 4. According to my analysis, we need to first give unique identity(like Adhar Card or something else) to each and every citizens of India. After then we can develop online system (website or mobile app) which allowing access to the register citizens with unique identity. Citizens can get all info about law, rights, budgets, running project or its status, feedback, other services, responsibility of each gov. employee, etc. See attached text file contains some useful links.

A National Grievances Redress Portal : Any Citizen can post its grievances related to any public utility/department from where the same will be redirected to the concerned department with the suitable time frame for rectification of the same.

I have seen the Digital Governance initiative of UAE government Ministries and specifically Dubai Government Initiative. I have found strikingly two things. 1. Website/Portal for each ministries 2. Call Centre for each ministries Portal - gives information on procedures for each service of dept/ministry with information like application forms, submitting officer, decision making officer, Approval hierachies and more over with full TAT ( Turn Around Time). eg - http://www.moew.gov. ae.

I have been in the UK for 3 years, Germany and many more countries. To empower the people, the most important thing is knowledge. At UK there is a nice people have limited access of internet services at there's libraries for free of charge and they can read a book and get an online articles and many more, So meanwhile our basic source or knowledge (Libraries) should be digitised so people can get the knowledge of any topic at any time.

3) digitization of public libraries and books. This will help protecting old ancient literature and also make it readily available to people regardless of location.
