This task requires you to do an analysis of the global best practices to empower citizens with digital access.

India leapfrogged in providing telecommunication access to all of its citizens through the mobile revolution. India must leapfrog in providing governance to all citizens by empowering them with digital access and services. This task will help you learn from across the globe and will challenge you to think about what is best suited for India.

Parliamentary Monitoring Group in UK has recently launched People's Assembly. The site's RepLocator allows you to type in your address and find out who your MP/MPL is. The website encourages citizens to sign petitions and participate in campaigns and makes MP/MPL attendance records available. Users can also isolate what a specific MP has contributed to any discussion in parliament's committees and plenaries, enabling citizens to monitor their level of engagement.

Once we have access, our first user base will be state school children ( this is least group to access any modern technology forget mobile phones) educating this child will ensure the outreach and public addressable system have reached every home. Now this students can access the internet only through a custom platforms . for e.g.like social networking sites( face-book or Google plus ) so we can have our own social networking design for education and empowerment and good governance.

continuation... At this timeframe most of the technology's have become cheaper. If we use Chandra B N model of internet highway across the nation then only thing need is affordable PCs, for that we can use cost effective single board computers eg Raspberry Pi or ask our premier institutes to develop its easy for people like only we lack funds, so this industry’s that help in creating these technologies will benefit many Unemployed youths. I think we should look at our present internet infrastructure,things are pretty bad other than metro cities , so i believe first task is to create a network that should should reach every rural household. Its not impossible Chief Minister Chandra babu naidu (1995–2004) did this in Andra pradesh ,2004 Mark Zuckerberg launched his facebook in US.So we were ahead in creating internet infrastructure (just look for internet technology solutions Timeline till now to see the cost benefits ) ..cont

There should be a central helpline number, as well as an email id or web app wherein people can register their complaints and PMO directly looks into it and reverts within 24-48 hours. PMO has discretionary powers over all works, especially Union ministry's departments. Even if PMO is able to solve some of them, at least all departments will feel that there is an accountability towards people of India. Slowly and steadily complaints should reduce. Work should be quick, not bureaucratic.

Solution form Surat municipal corporation, surat, gujarat exist, in form of mobile apps on android smart phone. It can be seen at https://www.suratmunicipal.gov.in/e-Governance/MobileApp.aspx?SrNo=605005305405605505005405 . Such apps and background services should be created for all cities in india. Second job Local Municipal Corporation can take up of providing free access to their server, thorugh access points in cities, creating wi-fi intranet not internet..!

All govt offices giving customer services daily shall have digital token system. This will ensure good service, time savings, less harassment to elderly /women. I have seen these practices all over UAE and very successful. The digital token system is designed by indian companies and very cheap.

Municipality level Mobile based solution: In Khayelitsha, an impoverished township in Cape Town, citizens can report problems in local service delivery- such as blocked drains and overflowing litter - using SMS or USSD from basic feature phones or other platforms like Facebook. These reports are channelled to the Lungisa platform's online map. Cell-Life, the organisation which runs it then liaises with the City council to resolve them. Remarkably, over 80% of issues are logged as resolved.

Electronic Talking Books:: The term electronic talking books has been coined by some researchers to refer to electronic texts that also provide embedded speech.The speech component offers a digitized reading of general sections as well as pronunciations of specific words within the text; it supports and coaches students as they read the text of the story. Programmed Reading Instruction:: Various types of software programs, computer-assisted instruction, and integrated learning systems offer programmed reading instruction for students. This skills-based instruction ranges from letter recognition to phonics instruction to vocabulary building. A study by Barker and Torgeson (1995) also indicated that computer-assisted instruction is valuable in improving the phonological awareness of 6-year-olds. The computer program helped the children learn to discriminate and sequence the sound in words, which improved their word-reading ability.
